We should start by putting people on a watch list whose search history includes things like loli. NSA already monitors people, might as well monitor something useful.

Since violent crimes are statistically far more prevalent than child molestation it's be even better to monitor people who've advocated for insane psychopathic ideals, like nuking a country. The world could have a no "genocide advocate" rule and go on fine and dandy.
