Why would a developer do this without giving the option to adjust the encounter rate like in Bravely Default.

It's 2018 ffs

Why not? It's a design choice like any other. Adjustable encounter rate is an interesting idea though.

I enjoy random encounters, and most games with them nowadays have some way to control their frequency.

more standard rpgs though I'm not sure if they're really that necessary

Tjey are unacceptable really. Battles where you can see the enemies in the field are alot better like in newer tales or the legend of heroes games.

Ideally, most encounter should be hand placed and unique but thats more a wrpg thing

With games like bravely default at least you cam change the % so that id at leaat a good thing

Its a shame that you are mandated by law to play games with random encounters. Thats just a part of life. Developers make games with random encounters, you are forced to buy them.

Elminage called. The encounter rate is extremely low, but several dead-end rooms have guaranteed encounters. This means that once you find a path through the dungeon, you'll have one or two fights, if that.

For dungeon crawlers its an integral part of the gameplay. And dungeons in rpgs in general. But yeah, itd be cool if you could turn it on and off for the Overworld in games like Final Fantasy 1-6

the problem with random encounter is it's hard to find the correct frequency.
if it's too often it will be frustrating, and if it's less it would be not fun to grind.

I'm not ideologically opposed to random battles (although controllable encounter rates and similar features seem almost mandatory nowadays), but I tend to prefer other systems like enemies in the field that you have to touch or get close to.

Pokemon is an interesting case in that it has a sort of hybrid system, with various other ways of encountering Pokemon (e.g. fishing), some of which actually show visible enemies in the field.

I particularly liked ORAS's approach where some Pokemon would actually be visible in the grass, with the DexNav giving extra information on them (and a screen showing what Pokemon you've already found, greyed outlines of Pokemon you haven't, and medals for certain combinations of Pokemon).

ORAS had pretty much the system that Pokemon should always have for its encounters

I'm fine with both symbol and random encounters but both have ways to be handled poorly, which usually is more a problem with level design itself in the case of the former or simply making encounters too frequent or infrequent with no way to avoid or promote them whatsoever in the latter

Cause they are fun? What kind of weirdo hates fun? Random battles make back tracking so much better, you can totally avoid everything with a spell or item, whilst for visible encounters, you have to dodge stuff, even if they can't see you, walking into them still triggers battle.

I like the system in Cthulhu Saves The World, where every area/dungeon has a limited number of random encounters and once you exhaust them, the place becomes squeaky clean with no enemies apart from any yet-unbeaten bosses. If you still want to grind, you can 'look around for a fight' to trigger an encounter at your whim.

Sure, it doesn't work in the overworld because the limit there is a ridiculously high number, but in this case enemies scale to your level to keep things interesting, and the encounter rate is comparatively lower than dungeons.
