I really wanted to make Mew the best gen 1 Pokmon over Mewtwo.

Which would potentially be possible since in gen 4 through transform Rage Mew can learn EVERY MOVE...

And I was trying to think of 4 gen 1 modes that would make him better.

You could use Gen 2's Sketch glitch to get any move for Mew. Or (at least in theory) Mewtwo, for that matter.

You can't make Mew better than Mewtwo in Gen 1 by giving it new moves. Mew already has access to just about every move it could possibly need for anything. The only big omissions are Amnesia (which Mewtwo already has and does better) and some kind of sleep-inducing move (if Mew had Spore it might be the better option, but any glitch that allows for that also allows Mewtwo to learn Spore and he's better at it).

On the other hand, Mewtwo > Mew in Gen 2 is easy; you just need to glitch Swords Dance onto Mewtwo.

Would you give MewtwonExplosion as well. Cause one of the major reasons Mew is #1 is he is TNT.

I had never heard there was a way to get every Pokmon every move, just Mew and Ditto

Both max out at 999 after Amnesia, Mew has higher defense, he doesn't have lower speed, but he's still 100, so the only Pokmon besides Mewtwo that matters that is outspeeding it is Starmie Gengar and and Alakazam, (that don't outspeed Mewtwo) all of which get destroyed by Mew. But Mew wouod he better against Snorlax, Taurus and Persian.

So Mewtwo itself would be a check, but Mew would be better against the meta game itself if it has Spore, Amnesia Psychic and Blizzard/Soft Broiled or Recover IMO

Mew would still be worse at Amnesia because its Special is so much lower (298 vs 406 - Mewtwo with one boost is almost as strong as Mew with two). And I'm not sure why you think Mew would be a better choice against Tauros(or Persian); Mew's higher Defense (20 extra points) barely matters and losing the speed battle is huge. And this is all quite irrelevant when any glitch that gets Mew better moves can be used for Mewtwo as well.

Unrelated note, I was wrong about Mewtwo being the best Gen 2 Pokemon with glitches allowed. The best would probably be Lugia with something like Spider Web/Perish Song/Recover/Spore. It's definitely some kind of defensive Pokemon with the first three moves in that set; which mon and which super cheesy fourth move is hard to say.

If you give Mew Agility and Spore, nothing except Quick Attack can hit you due to how sleep mechanics work. Although, Mewtwo would still do it better due to higher speed.

Well in that case why not just give it to Electrode? If nothing can hit you then Electrode's poor stats don't matter.

-Ice Beam
-Thunderbolt

As long as you don't lose a speed tie and get hit by Spore from your opponent's Electrode, that should be enough to wipe out an opponent team.
