no its cause he is based on a black cat. not all panthers are black. apparently most panthers are white or something. but he is based on a black cat. and his family line is always called that. the Black Panther goes down the lineage and there is one each generation. his father was the previous Black Panther. he's black skinned because his family is the royal family of a country deep in the heart of Africa and they are very isolated so there is no interracial marriages or even marriages with other black people outside of Wakanda. they are a highly xenophobic culture

"Panther" is a name for a jaguar/leopard that has... whatever the opposite of albinism is, where instead of skin/hair/etc. being white, it's all black.

EIT: Melanism, it's called. Albinism is where the skin/hair/etc. has very little or no melanin. Melanism is where the skin/hair/etc. is over-saturated with melanin.

In the case of the Black Ranger, Zack was originally going to be the Blue Ranger, but the actor liked the black costume better and asked if he could wear it instead. At least that's the story they're going with.
