In every school, there's always a number of students that pretty much everyone else agrees 'doesn't fit in' or is 'off' in some way, or makes them nervous.

Should the FBI compile a list of these hundreds of thousands/possibly millions of teenagers and monitor their communications/transactions/lifestyle?

Its too hard to do that. You have awkward individuals who are no threat, ones who really are, a threat, and then a group of dumbass morons on the internet who think its funny to pretend to be a racist/violent asshole online (theyre not acting. Many are just too scared to actually act on it IRL).

Half of the users on CE could make that list.
