When buying a console do you consider the TV as part of the price? of course not. bad example.

you can transfer the OS from your old PC to a new one so it's not necessarily a required purchase. again, bad example.

Of course you do but it's much safer to assume you already have prerequisites for consoles however not for PC gaming. Even without a console you'd still have a nice TV for other reasons. You wouldn't have a PC monitor for any other reason other than for PCing.

1) you can connect PCs to TVs since HDMI was a thing
2) you can re-use an old monitor if you have one.

assuming that both a monitor and OS are required purchases when building a gaming PC is just not correct.

it's what i use at home every single day. it works just fine for me.

FWIW i also have a gamepad and use that for games that i prefer a controller on, while kb+m on games where i prefer that.

1) you never mentioned "from scratch" until this post
2) if it's fair to include a TV set as "part of the house" when considering a console it's only fair to also consider that for a PC as well
3) if you are going to insist on the "from scratch" clause that didn't appear until just now then sure, the OS should be factored into the cost to be fair and transparent, sure.

If you have a PS4, Xbox One or PS3 you can use those controllers. If your computer supports Bluetooth you can also use Wii, Wii U and Switch controllers.

Not sure why you can't use a KB&M on a TV though.

It doesn't matter anymore. PC gaming above mid-high is not really gonna be affordable due to cryptos for at least 3-5 years. Price discussions are kind of pointless.
