1. It's almost impossible to implement.
2. Even if it was implemented, it wouldn't work unless people were forced to turn their Semi Auto Rifles in. 3. Even if law abideing citizens did turn in their semi auto rifles, it still wouldn't do anything because there are so many AR-15's and other semi auto rifles in the country that they'd all just get moved to the black market. Truth be told, I long for a time where we used lever action rifles and six shooters cause they're just so much more stylish. To put it in perspective, this is like saying don't ban a honda civic, but ban a honda civic with a body kit installed because it makes it look faster.

So as far as saying all modern guns cause more internal damage just because they're more advanced in other aspects... probably not. Modern bullets and a myriad of other things are an advancement over the musket ball (no shit) but you get the picture.
