the thing about the Metal Gears is that they're superior battle machines with nuclear bomb launching capabilities, and with the Rex, I think that it's basically impossible to track the launched missiles

I don't think REX was meant as a frontline thing. I always figured its close-range weaponry was more for defending it than anything else. The real reason it was made was because it could fire a nuke with a railgun, rendering it invisible to conventional tracking methods.

RAY is a reasonable frontline thing IMO. Gekko even moreso.

The main point of Metal Gears was that you could hide it in a jungle, have it pop up and launch a nuke and then disappear before anybody knew what happened.
A missile silo cant move, and it is pretty easy to figure out which country that used their missilo silos.
A Metal Gear... cant pin a country on it. Heck, sneak it behind enemy lines to make a false flag attack and the world will believe that you are just trying to defend yourself.
