There are tons of gyms in each region, not just the 8 that Ash goes to. You just need any 8 in order to participate in the Pokemon League.

I have no idea if that's true or not. I either saw that in the anime or I'm making it up

Unova has more than 8 gyms in the anime, so it's possible.

IIRC that gym wasn't an official sanctioned gym. It was just a place for the guy to work out.
