imo level design is pretty much the most important thing in a stealth game, so smaller but denser areas would be far better than something like MGSV had, which was mostly empty open space. It could probably be done with a huge open world but I wouldn't be optimistic about it.

You have to kill enemies most of the time, but stealth is strongly encouraged

For the record, I agree with this.

But my friend claims that the only way Splinter Cell would ever make a comeback is by going open world and I feel like that would sell even less and be viewed as an MGS V rip off more than anything.

Not if you don't want it to be. I never beat it, granted, but I took down like 90% of the missions completely stealth.
