PS1 was ridiculously easy to pirate for.
My dad knew a cop who drove to all nearby video stores to rent games and just copied the games. His kids had several huge binders filled with games they never even touched. And then there's the thousands of moderately tech savvy dudes who sold these pirated copies at 10-20$. --- ... ... Copied to Clipboard!

Piracy existed, but it always took them time figuring it out.
I remember one of the early PS2 attempts was a case mod that installed a hatch above the disc reader. Start a retail game, open hatch, wait for it to spin down and switch it with a burned game. --- GameFAQs isn't going to be merged in with GameSpot or any other site. Older consoles often required hardware chips to be installed, even soldered onto the board. It wasnt as simple as navigating to a web page and it running a script to hack your console for you

PS1 era games weren't not easy to emulate at that point. Emulation was mostly for (S)NES era and older. And the games were more available, imo during that time period anyway. Gamestop hadn't eaten up all the various game resell chains at that point.

there used to be a few shops that had binders full of game covers. you just order and the guy goes to his van to get stock or they say come back in a few days.

Yeah, looking at the games listed, that's well into the PS1 era, so obviously computer hardware capabilities had improved over the same timeframe.
