To form fraternal or dizygotic twins, two eggs (ova) are fertilised by two sperm and produce two genetically unique children. Identical twind come from the same egg and sperm. You can have one eggs that split before fertilization, which is also fraternal. You can have an egg that split after fertilization. Those are identical. You can also have two eggs, where one splits after fertilization. They become triplets where two are identical and one is fraternal to them... Either way, it's twins.
