The beta footage shows him as a regular shark, so the final version could be magically modified to be part mechanical. Also he has that blow hole so it's hard to tell exactly what he is, heh.

doesn't seem magical. he still had fleshy parts. theres a theory he was originally a whale that was abducted. then for whatever sick reason, it was made into a cyborg.
