I think educated people are focused more on China as it's rapidly become a major physical and economic force to contend with. Russia is mostly just trying to demonstrate constantly how much of a nuissance it is in foreign politics, but it ultimately comes back to bite it in the ass.

Average people probably fear Russia more, just because historically it was the greater threat, and they still view China as this totally foreign and developing country and don't really understand where it's at now compared to where it was at ten, twenty, thirty years ago.

Depends on which government has infiltrated the American government the most. I would think tech wise China has gained much from spying on America,whereas Russia can do it's own research/experiments.
