Second NexusMods.

Or just use the Steam Workshop.

You'll also probably want to use some sort of a mod manager. There's Nexus Mod Manager and BOSS for Skyrim: https://www.gamersnexus.net/swguides/846-skyrim-troubleshooting-mods

Fallout 4 can also work with Nexus Mod Manager IIRC.

These games have "built in mod managers" but they're pretty simple and if you're getting a lot of mods, there might be conflicts in how they load and using a third party solution can make it easier to resolve such problems and troubleshoot problem mods.

The best mod for skyrim comes with Windows.

Go to Add/Remove programs and uninstall Skyrim.

Nexus is the way to go

Following a guide is highly recommended for a Bethsoft game since just dropping a bunch of mods into your game is usually going to give you a bad time (as I've learned first hand). I'm highly partial to the STEP guides since they incorporate mods of all different types in a way that keeps the game balanced, immersive, stable, and relatively bug free, and you can sort of pick and choose what ones you want to use.

Links to the ones I'd recommend for different games
Skyrim OG: http://wiki.step-project.com/STEP:2.10.0
Skyrim SE: http://wiki.step-project.com/User:TechAngel85/SSE_Guide/v2
Fallout 3: http://wiki.step-project.com/User:Kelmych/Fallout3
Fallout New Vegas: http://wiki.step-project.com/User:EssArrBee/FalloutNewVegas
Fallout 4: https://www.nexusmods.com/fallout4/mods/23556 (not a step guide but they don't really have a definitive one for FO4 IMO)

If you've already played Skyrim before and want a pretty extensive list of mods to make it feel brand new I recommend a different guide

Note that's for the Special Edition, I don't recommend playing the classic version anymore because SE is much more stable and performs better
