Yes and I have.

There is a shitty four unit apartment building a few houses down. I'm hood adjacent so there's often assholes going over there that don't know where they are or how to behave in general.

They're out there shouting/threatening to shoot up the whole neighborhood. Then everyone gets out on their porches and tells them to stfu. The cops are there within minutes.

we are allowed to call the non-emergency number if the dog is barking excessively for hours on end. they will cite the owner if it continues.

to the other guy, there's noise ordinances at certain times of the day when they cant run loud tools. i would advise to call the police if he does it (each city has different laws about it) around here they cant do that till about 9am till about 8pm.

I have a neighbor who seems to have an obsession with loud tools - leaf blowers, snow blowers, table saws, etc. His house is right outside of my bedroom window and he uses at least one of those tools just about every single day, and usually in the morning when I am still sleeping.

This guy is old and retired and has nothing better to do with his time. He'll stand in his driveway and literally blow around nothing except a little dirt with his leaf blower.

I asked him once if he could stop doing it so early in the morning, but he refused.

Yes. The neighbors behind my house are so fucking annoying. This old woman is always screaming at who I assume is her husband and child in some foreign language. For hours on end.

One day, I finally lost it and yelled to shut the fuck up, and she did. Her and her husband are dicks though. Their shower is in an upstairs part of their house that overlooks our backyard, and they will intentionally spray water onto us from out their window.
