Because the material costs in clothing prices are a comparatively minor percentage of the retail cost. You're mainly paying for the brand/design.

Not really. It's much more complicated than that. Some excise taxes are this way (tobacco) but not every 'vice' goes away as you go up in income (alcohol or especially served drink taxes, for insurance).

I mean all consumption taxes are going to be regressive compared to our progressive income tax but this wouldn't be too bad compared to the regular old sales tax, gas tax, etc. I personally wouldn't prefer it, but it makes more sense than an actual fat tax

Or we could just not go down this route all, for various reasons (the divisiveness, the administration, the effects on people that exacerbate the issue trying to be fixed, etc.).

Tbf, we do allow insurers to charge old people more than young people for this reason.

It makes sense I suppose. I live in the UK, so I don't really come across this fortunately. We do have health insurance for people that want it, but there's the NHS to fall back on. Although healthcare and social care are different beasts.
