I just think you're ignoring that this type of comparison is made between polls all the time. Baseline assumptions tend to be that undecided voters/polled people split relatively similarly to decided people, unless you have a good reason to suspect that undecided people in this instance will be skewed some way or the other. The reason that the rate approvals decrease versus disapproval's rate is important is because it helps us gauge the undecided participants. We'd roughly expect that an increase in undecided voters to correspond to equal decreases in approve vs disapprove. But instead approve is losing almost twice as many, which indicates that it's more likely that people are becoming disillusioned with the tax bill. And honestly it doesn't matter that people are being influenced by mass media; people don't necessarily vote rationally, so their perspective on the tax bill matters. I don't understand your Breitbart comment.
