Goku: Previously defined reasons.

Leaning Out:

Kim Possible: I can definitely see where saying Bond and other characters have more in line with her than the rest of this list does. She is more of a spy/agent than a superhero.

Unsure:

Repairman-Man: I'm trying to watch some of the skits to refresh my memory here. I could stand to hear some arguments further for both sides. Having superpowers isn't necessary at all, but you should at least be doing some other heroic things in the process. I was leaning out, but I am more on the fence now after a few videos.

Homura Akemi: More reference will be needed. If this is a Goku style situation then I have to lean no. Having a costume doesn't inherently make you a superhero if that's the biggest difference.

In:

Hurricane: I'm not gonna make the Lawler mistake again. Wrestling gimmicks are treated as in-universe realities. Hurricane presents himself as a superhero and is referred to as such by everyone he comes into contact with. He's also even implied to have powers and thwart bad guys.

Cole MacGrath: This seems okay to me.

Repairman-Man has the name, the costume, the dedication to helping ordinary citizens he believes are in peril, the bombastic introduction, the mode of arrival (falling from the sky), and the sidekick: Repairboy-Boy (even though he only appeared in one episode). Kel's Repairman-Man is as much a parody superhero as Kenan's Superdude (who I should have nominated but spaced on).

It's not just the costume, it's the whole dual identity thing. By day, they are seemingly ordinary schoolgirls. By night, they costume up and fight witches (supervillains) for the sake of the world. That's basically what a magical girl contract entails: by becoming a magical girl, you accept the responsibility of fighting witches to protect the innocent/unknowing citizenry.

There is somewhat more to it (I don't want to go into spoilers) but basically, it's not a Goku situation where they're just looking for fun fights. They accept a secret identity and powers to be used for protecting the people.
