No, because the idea that the words represent is still communicated clearly.

I'm sure you have your own pet peeves people would say are "crazy".

There are lots of ways to communicate lots of ideas clearly but that doesn't make it less annoying. Does it bother you if people say "For all intensive purposes", for instance?

Yes, because they're butchering the idiom. Not the same thing.

But they're still clearly expressing the idea.

Nah. I live within commuting distance of the Pentagon and various high-level government organizations and contractors, so it's pretty common to see people in various styles of uniform. Plus I had to teach myself both 24 hour time and the NATO phonetic alphabet for my job.

What's unclear about it? You recognized it basically instantly, and even though it's a butchering of the idiom you still know what is being said right?

Yes, but saying a phrase incorrectly is different than having another term for the same phrase. These are very general similarities, at best.

17:00 is 24-hour time. "1700 hours" (pronounced "seventeen hundred hours") is military time.

If that truly annoys you, you desperately need to stop trying to find reasons to be annoyed.

Why would you assume that I'm "finding reasons to be annoyed"? Such a silly comment.
