How did Hillary not break that law? She probably did, in the same way Trump's team has been exposed as using private email servers several times since then along with a bunch of other politicians. It merited investigation but it's obviously something we're not seriously pursuing since no one has gone after Trump for it either. They're both shitty candidates who didn't play by the rules. Also kind of hard not to see it as gross negligence, when she has been working in very high-profile politics for at least the last 25 years. Hell, Comey even changed the wording in his draft I mentioned earlier from "grossly negligent" to "extremely careless."
