Yes. By the description in the op, it's literally empty. Anything that contributes to our appreciation of such a thing would be the intertext we bring to our contextualization of it. We'd be bringing more to the table than the supposed art we'd come to appreciate.

You can do anything artistically. I personally think shock for the sake of shock is low hanging fruit but it's still possible to be good at it.
