He talks about embedding contractors directly inside of the Afghan military. There would also be people put inside of the chain of command to monitor corruption and to prevent theft, which is apparently a big problem. Corrupt officers are stealing their soldiers' wages and things of that nature. Our way of doing things right now is way too hands off from what I understand. By putting people directly inside of the Afghan military and chain of command, we have a better shot of both beating back the Taliban/ISIS and actually helping the Afghans develop their own skills and capabilities.
