what if the reason is they literally are evil? Red Skull isn't just some neo nazi. he's an original nazi, and he has been murdering people for decades. Red Skull is so extreme that Hitler was scared of him. And he is literally guilty of a bunch of crimes. he's a wanted man. the cops would cheer you on if you subdued him and brought him to justice. He's wanted in like every country on earth for crimes against humanity

If he is just sitting out in public and is wanted for that many crimes the right thing to do would be call the police and they could try to get a hold of the avengers. It is not your place as a civilian to attack him. Plus being as dangerous as he is, attacking him would likely be signing your death warrant.
