I expect, the first year, cinema attendance would drop to <20% of the standard numbers. DVD, Blu-Ray and Netflix purchases would be largely unaffected, since they'd still be lots of "normal" films to watch. For me, though, it would be excellent. A bunch of really good experimental films released a year, rather than 3 or 4. Of course, people like Lynch and Jodorowsky would commit suicide, since they'd have so much competition.
