It'd fall to Rosenstein, who is part of the ever increasing number of Angry Democrats, despite not being a democrat and being nominated by Donnie. Or he'd have to fire Sessions and appoint someone to then fire Rosenstein and Mueller.

My take on it is related to why Manafort is getting Al Capone'd for money crimes. Get all of Trump's inner circle on crimes, get them to plead to some deal for less time but they'll testify when Trump comes up to face his charges. Meanwhile, avoid charging the inner circle with anything related to Trump's crimes so they
1) don't implicate themselves and
2) don't give Trump's team months in advance to frame the narrative around what the circle testified
3) don't give Trump's team some actual legal claim that's valid to get the witnesses barred from testifying against Trump

It isn't that Mueller can't prove they committed crimes against the US, it's that they'll go down for years or life on unrelated charges and he can get all of them to testify against Trump at once so that Trump's legal team can't create some version of events that circumvents all the major dates, events, etc.

Senate Republicans today for the most part downplaying Trump tweet calling on Sessions to end Mueller probe, with most saying Sessions can't end it since he's recused and dismissing the tweet as Trump just blowing off steam.
