This is the result of all the crazy nom trading that happens. Some nom ends up getting in because one person went on a trading warpath to get them in, while other noms that may have had passive support from 3-4 different peeps failed to make the cut. This is pretty much why I skipped the nom phase. I could try hardcore to get a character in, but then am I gonna go hardcore on keeping her alive? Eh, too many characters to risk for one person.
