Most animals brains are set up to subconsciously want to make babies with the best mate. Females want big dicks because it has a greater chance of making babies and most males want big breasts because they want their babies to have a lot of milk.

Regardless more people who contradict the instinctual norm exist than their once were... The number of gays or people who prefer small boobs increased somewhere around the 1900's

Absolutely. Unfortunately, human instincts are at odds with how a society works on an alarmingly regular basis which makes things tough.

This is entirely cultural, not instinctive.

There are plenty of places in the world where breasts, regardless of size, are not considered sexually attractive at all (and a fascination with them is seen as comically infantile, because their purpose is for feeding babies).
