If you live in a neighborhood with high school taxes, chances are, the school there would be better (or at least have more resources to be better) than other neighborhood with lower school taxes.

The question:
Is it fair to segregate "school district" as such?

What about the NYC school model, where everyone gets access to decent school, but if you qualify and pass standardized exams (like an SAT), you can enter gated schools, such as Stuyvesant, where they have much better resources?

More money doesn't equal better schools. And in fact, withholding money from a district because you don't like how it's run is a good way to stimulate positive change. It has it's drawbacks, sure, but what else do you do in a world where money talks?

How to pay for positive change without money?

Lol no. A financially struggling school district that can't keep teachers for an entire school year is not going to do well.

While the lowest state income are some of the worse for education, the top states are not the top for education.

That site only shows spending but you can find any number of websites that list the best states for school.

Of course money alone doesn't determine how well a school does, but limiting staff and resources will definitely have negative effects.
