First up, write-ups for our final two:

16. Kefka Palazzo

Despite Kuja outranking him, Kefka is right up there in contention for the title of the series' best villain. While Kuja feels more of a lawful evil psycho, Kefka is very much a chaotic evil psycho, and both of those approaches offer different and enjoyable flavors of evil psycho. Kefka is definitely the more memorable and memeable of the two characters though, what with his annoyance at getting sand on his boot...in a desert...and requiring his underlings to deal with that for him. Or, you know, poisoning an entire fucking city just because that's how he fucking rolls. Kefka's brand of violence and evil is just FUN to watch, and it's a great contrast to an admittedly big cast of playable characters that have almost too much diversity in their goals and personalities. For just being memorable and having a fuckton of personality, Kefka makes my list.

And:

17. Galuf Halm Baldesion

Long before spoilers happened in FFVII, there were a pair of deaths that felt MUCH more impactful to me as a player than that of some girl who honestly could've been excised from the plot and it wouldn't have mattered a whole lot. The first was Tellah, but in FFIV, there are so many characters fake-dying that he kinda gets lost in the shuffle. But Galuf in FFV is the one that actually hit me pretty hard. We first meet him and he's an amnesiac after being hit by a falling meteor, so he starts off as a general tag-along to Bartz and Lenne. But he fills the role of kindly old man well enough.

Eventually though, it's revealed that not only is Galuf surprisingly badass for an old man, but he's actually been the King of Bal the whole time. Whether because of his amnesia or not, he's still very humble about the whole thing (although it's kinda funny that Bartz, this random dude, is the only PC that's not royalty in some fashion.) But Galuf's one goal in life was to serve as a Warrior of Light alongside his comrades, all of whom fall defending the world against ExDeath. And like them, he sacrifices himself to save the new quartet of warriors, including his granddaughter. It's a noble sacrifice and it comes from a character that we've spent the whole game getting to know and love, which makes his death feel more noteworthy than some of the others in the series.

Galuf, along with Faris, really elevate FFV beyond the generic tropes that we saw in FFIV and earlier, so he earns a ton of love from me for that.

I'd say Kuja is more Neutral Evil or even possibly Chaotic Evil that only looks less chaotic compared to Kefka. Neutral is probably accurate as he's basically just evil due to being selfish and not having any regard for life.

Definitely don't see any real lawful aspect to him in any case-- he doesn't really follow any sort of code. Best example of Lawful Evil in the series is probably X-Death actually. Or Vaynr or Barthandalus but it's hard to really call them best anything and feel good about it.

Would've loved to see Galuf win, but to FFVI's credit, Kefka is at least a new and reasonable winner.
