Basic timeline:

1) Trump threatens China with a trade war if they don't help him make progress with NK by cutting their purchase of NK coal.

2) China cuts their purchase of NK coal and Trump makes progress with NK, at least insofar as getting them to the negotiating table.

3) Thinking he has what he wanted, Trump launches the trade war anyway.

4) China resumes purchasing NK coal. NK proceeds to resume business as usual.

It's a classic result of Trump's zero-sum game philosophy of negotiation. It's very ineffective with trade, but it's even worse with foreign policy and multilateral interventionism.

Hence they agreed to a huge conference with the "Leader of the Free World" to give the regime legitimacy without being willing to any concessions. Trump left the conference with nothing of substance and nothing has come from this since.
