Houston gets a lot of screen time because of Mission Control but I'm not sure how much that counts for "set in Houston" purposes.

As far as Texas in general goes, it's probably one of the few cases where small-town/rural areas probably generate more fiction than its big cities despite having some really populated metropolitan areas.
