Too bad 99% of the playerbase only knows how to make shitty levels or hard perfect frame kaizo levels with the mentality that people actually like those levels.

People always complain that all New Super Mario Bros levels look the same, being speedruns and all, but honestly the level style I am the most sick of are Super Mario World Kaizo levels, they literally all play the same.

I see some cool stuff from SMB and NSMB, the other day I saw something wicked from SMB, and it makes me want to make a level again.

It needed some way to tie levels together into something larger. A world map complete with secret exits wouldn't even be all that hard to implement, and it would enable so much for more ambitious creators. Look at (good) romhacks like SMB3Mix or Second Reality Project, or some of the more in-depth SMBX episodes for what people could potentially do. Usermade content doesn't have to be a single throwaway level, it can be so much more.

And I don't buy the argument that "only 1% of people would make something like that". It's true but irrelevant, a hell of a lot more than 1% of people would play these usermade worlds.
