Frieza had what was left of the Frieza Force and Fat Buu was never killed, just absorbed by his evil half and later released by Vegeta. Everyone that would have brought Cell back is either dead themselves (Gero) or they aren't smart enough to bring him back (Cell Jrs, who apparently survived since the DBS manga's author had a somewhat recent bonus chapter with them in it).
