Every up-and-coming Supervillain aspires to create a particularly cool Supervillain Lair. It may be an Elaborate Underground Base, an old castle (preferably atop a craggy mountain peak in the middle of nowhere surrounded by a perpetual lightning storm), an underwater complex, an Evil Tower of Ominousness, a volcanic isle, a space station, a corporate office building, a BFC at the end of world 8 (in video games anyway) among other possibilities, but if you really want to be a cut above lesser villainous contemporaries you make it a floating fortress or an Airborne Aircraft Carrier.

A series that was getting new games every year or two suddenly went on an 8+ year hiatus due to how poorly the game was received (no, Federation Force doesn't count). 8 years later we've just finally gotten a TBA Metroid Prime 4 with nothing but a logo screen

Federation Force absolutely counts. And you forgot about Samus Returns in 2017. Even if we discount FF, 7 years is not even the longest hiatus Metroid has had.

Super Metroid what a franchise killer.

Also Other M was only part of the hiatus. Next Level pitched Federation Force before Luigi's Mansion 2 but got assigned that instead, then FF was restricted by tech until the New 3DS came out. Then Samus Returns was held back by that. And the failure of the Wii U was definitely a factor in the lack of console Metroid games in that time. It is easy to imagine a world where Other M does fine and there is still a long hiatus.
