They update the series year when a major change occurs to the bill, such as a new design, but the signatures changing as new people are appointed to the posts of treasurer and sec tres is also considered a major change.

Though I could have found other denominations in this series, but I only really check the years on the one dollars because you cant tell what year or range of years its from just by looking at it. There are no actual design changes for the 2017 series, but since I can tell if I have an older 20, for example, by the way it looks, i dont check the year as often.
