during different points in time, both have been considered attractive for those very reasons

outdoor / physical activity signals luxury in a society where people work sedentary jobs indoors (and don't go on tropical vacations)

indoor / not active signaled luxury in a society where people worked active jobs outdoors

hence why fit and tanned is 'in' these days and has been since the latter half of the 20th century in the west, but frail and pale was 'in' when western societies were more agrarian; the same can still be observed in modern rural/agrarian/tropical societies

in modern societies that meet this criteria, the leisurely are generally less literally 'pale' than they are 'not darkened by the sun'; agrarian-dominant societies with people that may be deemed 'pale' are pretty much nonexistent now due to industrialization

with that said, west africa, south / southeast asia, asian/melanesian oceania, and latin america are some case studies with respect to this

Dark skin is usually unattractive/less attractive in women.

In men it's kind of hard to pin down. Some love it, some hate it, some love tan but hate dark brown, some the darker the better, etc. A lot more variation of opinion.
