It has Empire in the title, and given the time period could've just been some benevolent dictatorship, but it's actually (more or less) a democracy. Admittedly, it only had universal male suffrage, but that's still essentially a democracy.

It wasn't really an empire at all. Plus, democracy in the late 19th century isn't bad (although some places did it much quicker).

Empire IIRC doesn't imply government type. Rome was a dictatorship and a republic, for example.
