It's stats are higher than normal Eevees, and it gets access to powerful, albeit badly-named attacks that share types with each of its evolutions while also having a guaranteed secondary effect.

The starter Pikachu is the same as far as boosted stats and powerful moves go.

One of the annoying things about Eevee's moves is that Eevee has better attack than special attack, but all but one of the moves is special.

Sizzly Slide is an Eevee-exclusive move from Pokmon Let's Go. It deals damage and burns the opponent. fire
Glitzy Glow deals damage and reduces damage from Special moves (similar to Light Screen). psychic
Baddy Bad deals damage and reduces damage from Physical moves (similar to Reflect). dark
Sappy Seed deals damage and plants a seed on the target that drains HP at the end of each turn (similar to Leech Seed). grass

Pikachu's moves.

Zippy Zap deals damage with high priority and always results in a critical hit. 50 pow 100 acc
Splishy Splash deals damage and has a 30% chance to paralyze the target. 90 pow 100 acc (pikachu got fucked here)
Floaty Fall deals damage and has a 30% chance of causing the target to flinch (if the target has not yet moved). 90 pow 95 acc (another get fucked)

Pika Papow is a Pikachu-exclusive "Partner Power" from Pokmon Let's Go. The power increases when the player's bond with Pikachu is stronger (similar to Return).

Eevee by far is the better one to have honestly.
