The Gerudo are pirates in Termina rather than desert bandits.

Maybe not all Gerudo in Termina are pirates, just the ones Link encounters in Termina happen to be pirates.

IIRC They were going to add a chill as fuck Ganondorf mirror to run a fishing hole in MM3D but scrapped it because something something Link/Zelda/Ganon can't have mirrors cause of Triforce or something.

In Lorule, Zelda, Link AND Ganon all have counterparts.
