... which they can force people to become through drugs and torture.

Really, though, the people they target are all people who are strategically useful for them to recruit instead of outright killing. They are all community leaders or have access to weapons and intel that could allow the cult to continue to operate.

But the ones they drug are not terribly functional, and all regular guys you fight throughout the game appear pretty lucid. I don't know, the demonstrated effects of the bliss just seem to run counter to what the cult is trying to accomplish

They don't need to be functional when they are being brainwashed, just after. I'm fairly certain one of the endings proves this.

Honestly the whole drug/hynotism aspect made the cult not make any sense to me. It's a doomsday cult. They're obviously not trying to save everyone, and brutally slaughter people who they determine are sinners, so what is the point drugging people into joining? They need actual believers to accomplish what they are doing

There's a cycle to it, and there are multiple aspects to it, like they needed a highly trained military force to instill order and discipline over people, the druggies could be happy cannon fodder, etc. There were three aspects to how the cult was keeping people under control.

The Bliss has diminishing returns. The crazy people in the game that are basically zombies are overexposed to it.

Iirc didn't the devs flat out say that Joseph was right and the player attacking him and breaking the final seal was supposed to represent that?

It's the whole reason walking away leads to a different ending.
