I guess it depends entirely on what job market you're trying to get into, but if you're trying to get into a prestigious Public Accounting Firm, then meeting a recruiter face to face is incredibly important. They want to not only know you're capable of being able to work 65-80 hours a week during the busy season, but also make sure that your personality is likable and to make sure you really want to help the company. Not to mention these recruiters are also good at catching people who lie on their resume and the purpose they want to call your reference is to make sure your current employer likes you or not (and once again if you're a liar or not).

The reason for these recruiters is to make sure the company spends their money on the right candidates. It costs a lot of money to maintain an employer and they want to make sure they're investment has an ROI.
