Over rated means it is more highly rated than it should be. People seem to think it just means "I hate thing". It can have critiques and still be overrated.

When people call stuff "overrated", they're simply saying that they themselves feel the game/movie/show/whatever receives more praise than it deserves. That's it. I've never understood why people make such a big deal out of this word.

There's plenty of criticism against Kanye West, and yet I still think he's an overrated artist.

Yes, it can. If 100 people played a game, and 70 of them call it a 8/10, 30 call it 2/10, that averages to a 6/10. If the game is 5/10, then the game is overrated.

Overrated means the perceived quality is higher than the actual quality. It doesn't only apply to games without criticism

People think FF7 is overrated but it's not. You see people shitting on it all the time. Now RE4 people will not acknowledge its flaws at all making it overrated.

Regardless, the average rating is higher than the actual quality. That means it's overrated. Because 6/10 is over 5/10, and it should be 5/10, but it's rated 6/10, therefore the rating is over what it should be, therefore it's overrated.

Earthbound and Secret of Mana have been heavily critiqued and we still have people claiming they're some of the best RPGs, or hell, games in the SNES library.

I don't know anything about sports (including people's opinions about the players), so I can't really comment on Shaq being overrated.

I think the misconception is that "overrated" (and "underrated" for that matter) has to deal with objectivity, when that simply isn't the case.

The only "objective rule" about something being overrated/underrated is that your opinion has to conflict with whatever the general consensus is. You can't call Scarface an underrated film when most people revere it, nor can you Trump intellectually overrated when most people think he's a dumbass.
