The tax payer should pay for it. Big corporations should be mandated to pay a percentage of their yearly profits and everyone who has more money than one can reasonably spend in a lifetime should also have to relinquish that disposable income. I feel like I'm missing some stuff but you get the jist, basically everything that is wrong with america should be fixed because we have the internet and almost everyone has a smartphone and if it's secure enough we could also make sure a lot more people can vote as well.
