Depends on state laws but if you are driving a specific amount over the limit, you can be arrested on the spot. But it looks like she's being arrested for not signing the ticket. Fair enough but I cant imagine getting a reckless driving ticket in something that enormous. In BC that charge is usually for foreign students in their Lambos and jackasses like myself jumping through lights.
