Like you have to fight to go up the tower right? Or essentially pass tests/whatever. So how are there entire cities with kids and shit on the higher levels? Did they all fight their way up? If you're born on a high level you get to start there?

Basically there are regulars, irregulars and natives

Natives are people born in the tower. The tower itself is gargantuan in size. Basically each floor is its own continent/planet. The "tower" which you see in the webtoon is actually the inner tower. I dont know the full process for becoming a regular but i think any tower native can climb the inner tower. Irregulars like the protagonist come from outside the tower (that includes the outer tower i believe) and are typically hand-picked individuals who will cause massive change in the tower.

Some people climb part way up the tower, it gets too tough for them and they settle down at higher levels in a city or something. All regulars and irregulars fought their way up but i assume people can be born on higher levels and then once they are older opt to climb the tower starting at floor 1. I dont think its explained
