The villain is just a normal character who is also dealing with the same problems as you. No robot army or minions or anything.

Or bonus points if your have an organization but they don't lol.

Gary Oak (Pokemon) is the closest I can come up with but he's more like a rival than a villain.

Would you rule out villains who are sufficiently powerful on their own that they don't need an organization/army/higher power?

The main villain in Undertale isn't backed by anyone, for example, but they are incredibly powerful on their own.

Ah, I got one: Jon Irenicus from Baldur's Gate 2. He used people to achieve his goals, but didn't have any true army and was in it for himself.

Sarevok from BG1 could probably be considered, but he had more structure and underlings than Jon, so I don't know.

Pretty much every ace attorney villain. Bravely Default. Skullgirl and Hat in Time.
All of these also have the bonus criteria of previous bosses and adversaries go to your side as well.

I was referring more to how the villain could be either Wander or Dormin, and how in either case they miiiiiight be able to cite the other as an ally.

Like, consider you're mask face dude. Wander would be the Pokey to Dormin's Giygas.

Digimon World is a weird one in that you don't actually meet the villain until the very end (with some vague foreshadowing at certain points in the game). He doesn't actually *do* anything until that point (except set events in motion before your character appears).
