Well the other thing is whether it's a coincidence or not, checking historical 7 bests:

XIV: Zack
XV: Cloud
XVI: Cid H
XVII: Sephiroth
XVIII: Yuffie
XIX: Cloud
XX: Vincent

Tifa is due for a deep run! In XXII, still hoping for Sephiroth redemption run this year. Though if Cissnei turns up in the remake...

That last bit you tacked on there is why saying that about a character never means anything. People are gonna support who they are gonna support, and unless that character actually wins the whole nonsense of "next year I'll push ___" always falls through for the same old same old.
