Why are all of your options essentially non-punishments. Let's have corrupt politicians watch their family be tortured... for years.
But no, really, it should be the same as RICO charges. Bribery should hold as tight as threatening, so the person at the center should have all of those risks and everyone that goes along should have risk too.
