Theoretically, yes. Jupiter's eye, for example, is a storm that's been going on for hundreds of years. Constant rain is possible depending on the composition of the planet and its atmosphere.

However it's unlikely, especially if we're talking about a livable planet for humans. The rate of evaporation into the atmosphere would have to be equal to or greater than the rate rain is falling.
